Doesn’t have a vocabulary of about 450 words (by the end of 2)
Doesn’t have a range of words in their vocabulary, including verbs (action words such as run, walk, jump, blow, open) and basic concepts (big/small, hot/cold, in/out, wet/dry etc)
Is not following 2 step instructions such as “Take off your socks and put them in your hamper.”
